When you buy a home in Dubai that has yet to be built — a so-called off-plan purchase — sooner or later you will come across the word Oqood. And this document is more important than many people realize.
In fact, it determines whether your purchase is legally protected.
What is an Oqood?
An Oqood (Arabic for “contracts”) is the official purchase contract registered by the Dubai Land Department (DLD) for a home that is still under construction. Think of it as a provisional title deed: it confirms that you, as the buyer, have the right to the unit, even if the project has not yet been completed.
So: for off-plan real estate, an Oqood is absolutely necessary. Without Oqood, you are simply not registered with the government as a legitimate buyer.
Why is there so much confusion?
Many buyers are confused by terms such as “Initial Sales Contract”. In reality, this often refers to the same document: the Oqood. It doesn't have to literally be “Oqood” above it, as long as the document is officially registered with the DLD.
How do you recognize a valid Oqood?
An official Oqood always includes:
- A unique DLD contract number
- Buyer and seller names
- Payment information (FOSR) linked to the contract
- A digital signature or government stamp
- And was released via the DLD system
You can verify this via:
- The Dubai REST App
- The DLD website
- Or through an independent party such as GREM
Why is it so important?
A registered Oqood is essential for:
- Mortgage application: Dubai banks require a registered Oqood before approving a loan.
- Resale before delivery: You can use the house alone wiles (offering for sale) if your Oqood is registered.
- Legal protection: The Oqood acts as your only legal proof of ownership during the construction phase.
